Dai Rongjiang investigates the construction of Yancheng cross-border e-commerce public service center

On the morning of January 17, District Party Working Committee Secretary Dai Rongjiang investigated the construction of Yancheng Cross-border E-commerce Public Service Center.

He stressed that we must benchmark against international advanced levels, strengthen innovation-driven development, continuously improve the business environment, actively develop new foreign trade formats and models, strive to promote the upgrading of comprehensive bonded areas, and work hard to promote high-quality development to be at the forefront of northern and central Jiangsu.

The Yancheng Cross-border E-commerce Public Service Center is directly connected with customs, commodity inspection, taxation, e-commerce, finance and logistics systems, including three operating units: import, customs inspection and export. It implements one-time declaration, one-time inspection, one-time release and real-time monitoring, full-process data tracking, and one-order to the end. It has realized the integration of the three flows of information: "information flow, capital flow, and logistics", and the comparison of the three documents: "order, payment document, and logistics document", thus realizing the intensive use of regulatory resources and the integration of services.

In 2018, the cross-border e-commerce bulk import business volume reached 30,000 pieces, accounting for more than half of the province's direct purchase import orders.

Next to the X-ray import sorting line, Dai Rongjiang inquired in detail about the origin of the goods, warehouse management, sorting inspection, logistics distribution and other matters.

Dai Rongjiang was very happy when he learned that it takes an average of 6 seconds for each line to clear a single order of goods and that the daily clearance capacity of the two lines is more than 10,000 pieces. He affirmed the hard work of the front-line business personnel and asked everyone to further improve their business level and enhance customs clearance service capabilities, so that more high-quality cross-border goods can flow into the market from here and more people can enjoy better quality life services.

In the customs supervision office, Dai Rongjiang carefully inspected the X-ray machine screen comparison and customs clearance inspection system, and was concerned about the cargo inspection situation.

He pointed out that optimizing the operating model and service concept of cross-border e-commerce will be of great help in achieving steady growth in foreign trade and supporting small and medium-sized foreign trade enterprises at home and abroad.

It is hoped that the customs department will continue its efforts, be pragmatic and innovative, simplify customs clearance procedures to the greatest extent possible, increase customs clearance speed, reduce customs clearance costs, promote cross-border trade in services, and make new contributions to the stable growth of foreign trade and foreign investment in the entire region.

The development of comprehensive bonded areas faces rare development opportunities. We must focus on the construction of the China-Korea (Yancheng) Industrial Park, conscientiously implement the spirit of the State Council Executive Meeting on January 2 this year, further emancipate our minds, improve the environment, take the lead in promoting the pilot experience of free trade pilot zones, accelerate the creation of a comprehensive cross-border e-commerce pilot zone, promote trade and investment facilitation, and create a new high ground for opening up to the outside world.

We must firmly establish the concept of building a district based on projects, innovate investment promotion methods, strive to break through leading industry projects such as semiconductors, chip packaging and testing, and smart terminals, and accelerate the construction of an electronic information port.

We must focus on the construction of the "one center and four blocks" of the Korean-style international cultural city, increase investment promotion efforts, speed up the formulation of plans, and build a modern service city.
