Notice of the General Office of the State Administration of Work Safety on Issuing the Management Specifications for Labor Protection Products of Employers General Administration of Work Safety Safety and Health [2015] No. 124 To the Work Safety Supervision and Administration Bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, all provincial-level Coal Mine Safety Supervision Bureaus, and relevant central enterprises: In view of the fact that the "Regulations on the Supervision and Administration of Labor Protection Products" (Order No. 1 of the State Administration of Work Safety) has been abolished on July 1, 2015, in order to strengthen the management of labor protection products of employers and protect the life safety and occupational health of workers, in accordance with the "Work Safety Law", "Occupational Disease Prevention and Control Law" and other laws, administrative regulations and rules, the State Administration of Work Safety has formulated the "Management Specifications for Labor Protection Products of Employers" (hereinafter referred to as the "Specifications"), which are now issued to you, and the following requirements are put forward for the implementation of the "Specifications": 1. Employers should be organized to study the "Specifications" through various means, and be guided to conduct a self-inspection of the use of labor protection equipment. They should also improve work systems in accordance with the requirements of the "Specifications" and equip workers with labor protection equipment that meets national or industry standards. Second, we should guide labor protection product manufacturers to actively use market mechanisms, industry self-discipline and other means to standardize industry behavior and enterprise management and provide employers with labor protection products that meet the requirements. 3. We must make the implementation of the requirements of the "Specifications" an important part of supervision and law enforcement, guide employers to implement all requirements for the management of labor protection equipment, and punish employers in accordance with the law for failing to provide workers with labor protection equipment or providing workers with labor protection equipment that does not meet national or industry standards.
