The Entry-Exit Inspection and Quarantine of the People's Republic of China Entry-Exit Inspection and Quarantine Entry Goods Clearance Certificate refers to the Entry Goods Clearance Certificate issued by the national quality supervision, inspection and quarantine agency in accordance with the relevant laws and regulations such as the "Import and Export Commodity Inspection Law of the People's Republic of China", the "Animal and Plant Inspection Law of the People's Republic of China" and the "Food Hygiene Law of the People's Republic of China" for imported commodities listed in the "Catalogue of Entry and Exit Commodities Subject to Inspection and Quarantine by Entry-Exit Inspection and Quarantine Agencies".

According to the Announcement of the General Administration of Customs on the Comprehensive Cancellation of the Entry/Exit Goods Clearance Certificate, the entry/exit goods clearance certificate will be completely cancelled from June 1, 2018.

Issuance of customs clearance documents for outbound/inbound goods:

National quality supervision, inspection and quarantine agencies - the administrations of quality supervision. This document is usually stamped with the special seal of the entry-exit inspection and quarantine bureau at the entry-exit port.

The procedure for outbound inspection and quarantine is: first inspect and quarantine after declaration, then release for customs clearance. The declarant of outbound goods subject to statutory inspection and quarantine should submit the declaration to the inspection and quarantine agency with relevant documents within the prescribed time; the inspection and quarantine agency will review the relevant documents, accept the declaration if it meets the requirements and charge fees, and then transfer it to the inspection department for inspection and quarantine.

For goods whose origin and declaration place are consistent, after passing the inspection and quarantine, the inspection and quarantine agency shall issue the "Outbound Goods Clearance Certificate" for the declarant to go through customs clearance procedures at the customs; for goods whose origin and declaration place are inconsistent, the declarant shall report to the inspection and quarantine agency at the origin. After the inspection and quarantine of the goods are passed, the inspection and quarantine agency at the origin shall issue the "Outbound Goods Certificate Replacement Voucher" or transmit the electronic information to the port inspection and quarantine agency and issue the "Outbound Goods Certificate Replacement Slip". The declarant shall report to the port inspection and quarantine agency with the "Outbound Goods Certificate Replacement Voucher" or "Outbound Goods Certificate Replacement Slip" issued by the inspection and quarantine agency at the origin. After the port inspection and quarantine agency verifies or checks that the goods and certificates are qualified, it shall issue the "Outbound Goods Clearance Certificate"; for goods that fail the inspection and quarantine, the inspection and quarantine agency shall issue the "Outbound Goods Unqualified Notice" and prohibit export.
