Cross-border e-commerce companies settled in Harbin Cross-border E-commerce Comprehensive Pilot Zone, fully promoting the high-quality development of Heilongjiang Province's cross-border e-commerce industry

Up to now, Harbin Comprehensive Bonded Zone has introduced 20 cross-border e-commerce enterprises, with the cumulative number of cross-border e-commerce business exceeding 33,000 orders and the total import and export volume reaching more than 10 million yuan.

The "Harbin Comprehensive Bonded Zone Cross-border E-commerce Import Retail '1210 Model'" of China (Harbin) Cross-border E-commerce Comprehensive Pilot Zone was officially launched. The 1210 model is the cross-border e-commerce bonded stocking import model, which is the main model currently adopted by cross-border e-commerce import business, also known as the bonded stocking model. Under this model, e-commerce platforms first purchase a large number of goods from abroad based on market forecasts and consumer demand, import and store them in domestic comprehensive bonded zones or bonded logistics centers, and then deliver them to the final consumer as personal items out of the zone according to the order placed by the consumer.

It is understood that on June 6, 2018, Harbin Comprehensive Bonded Zone's cross-border e-commerce business officially passed the Harbin Customs acceptance and began online operation. On August 24 of the same year, the first batch of 1,600 boxes of imported cosmetics from Japan, totaling 40,000 pieces, successfully completed the customs declaration process as cross-border e-commerce goods.

On January 1, 2019, the innovative policies of the pilot cities for cross-border e-commerce imports were successfully replicated and implemented in Harbin. At present, imported high-quality goods such as rice noodles and sunflower oil from Russia, and cosmetics from Japan and South Korea have entered the daily lives of people in Harbin through the Harbin Comprehensive Bonded Zone platform.

Since January 1 this year, Harbin has become a comprehensive pilot zone for cross-border e-commerce and one of the 37 pilot cities in the country to regulate cross-border e-commerce retail imported goods as personal items. At present, the "one zone and four parks" model of Harbin's cross-border e-commerce comprehensive pilot zone has basically taken shape, and nearly 50 cross-border e-commerce companies of various types have settled in the park. This is what the reporter learned from the Provincial Department of Commerce.

This year's provincial government work report proposed: "We must reform and improve the support policies for new formats such as cross-border e-commerce." Against this background, the Provincial Department of Commerce regards the development of cross-border e-commerce as an important means to promote high-quality development of foreign trade and consumption upgrades, and takes the construction of Harbin Cross-border E-commerce Comprehensive Pilot Zone as the main breakthrough point to fully promote the high-quality development of the province's cross-border e-commerce industry.

In accordance with the Hangzhou experience promoted by the Ministry of Commerce, the Harbin Cross-border E-commerce Comprehensive Pilot Zone has focused on building the Harbin Comprehensive Bonded Zone, which features bonded inventory import and export, a logistics center that features direct mail exports to Russia and direct mail imports from North America, a logistics park that features the development of North American bonded import and export business, and a new economic industrial park that features cross-border supply chain business to Russia, and other "one zone and four parks" models. Currently, nearly 50 cross-border e-commerce companies of various types have settled in the park.
