In January 2015 , the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development and the China Supply and Marketing Cooperatives jointly issued the Medium- and Long-Term Plan for the Construction of a Renewable Resource Recycling System ( 2015-2020 ). The plan proposed to encourage all types of domestic and foreign capital to enter the recycling, sorting and processing of renewable resources, and to improve the security review management of mergers and acquisitions by foreign investors.

Leading enterprises are encouraged to integrate small and medium-sized enterprises and individual business operators through modern organizational methods such as chain operations and franchising.

By 2020 , a number of demonstration cities with recycling systems with a reasonable network layout, standardized management, diversified recycling methods and high recycling rates of key varieties will be built across the country. The average recycling rate of major varieties of renewable resources in large and medium-sized cities will reach more than 75% , and more than 85% of recycling personnel will be included in standardized management, more than 85% of communities and villages will be covered by recycling functions, and more than 85% of renewable resources will be traded and processed in a standardized manner.

Cultivate about 100 key enterprises in the recycling of renewable resources, and the total amount of renewable resources recycled will reach about 220 million tons.

Since 2011 , the recycling of renewable resources does not enjoy value-added tax preferences, and some recycling resource processing enterprises such as waste batteries, waste circuit boards, waste motors, scrapped cars, waste plastics, and waste rubber are included in the scope of the value-added tax preferential policy for comprehensive resource utilization products and services, and a conditional 50% tax refund policy is implemented.

In 2015 , the Ministry of Finance and the State Administration of Taxation jointly issued the "Catalogue of Value-Added Tax Preferences for Comprehensive Utilization of Resources Products and Services" (Finance and Taxation [ 2015 ] No. 78 ). This policy increased tax incentives for renewable resources and granted a 30%-70% VAT refund on relevant comprehensive utilization resources and products.

In August 2017 , in order to further strengthen the value-added tax management of the recycled materials recycling industry, standardize the tax order and prevent tax risks, the State Administration of Taxation issued the "Notice on Further Strengthening the Value-Added Tax Management of the Recycled Materials Recycling Industry".

Judging from the current policies, my country follows the principle that the recycling link does not enjoy the VAT preferential policy, while the processing link implements the VAT conditional collection and refund preferential policy, with the preferential ratio ranging from 30% to 70%.

Implementing resource recycling is an important part of ecological civilization construction and an important way to achieve green and low-carbon development. According to the Ministry of Environmental Protection's Planning Institute, environmental protection investment will increase to about 2 trillion yuan per year during the 13th Five-Year Plan period, and the total social environmental protection investment is expected to exceed 17 trillion yuan.

The investment in the renewable resources industry may reach 1.7 trillion yuan, accounting for 10 %. Recyclable waste is suitable for recycling and resource utilization, and is one of the important sources of renewable resources .
