The number of employees to be visited: When the number of factory employees is less than 100, the number of employees to be visited is 25% of the number of employees, and when the number of employees is greater than 100, the number of employees to be visited is no less than 25. Jcpenny's tolerance for factory violations is similar to that of other brands.
